main/postmarketos-base-ui: fix netboot mode

Do not allow NetworkManager managing the USB interface in netboot mode. Netboot mode requires a fixed connection without NetworkManager possible interrupting it when taking over management from initfs. This fixes boot issues for the netboot use case.
