device-qualcomm-sdm845: bump pkgrel

I spent a considerable amount of time trying to bring up Wi-Fi on a new sdm845 device (lg-judyp)
without realizing qrtr wasn't installed.

I think all sdm845 devices depend on this for wifi and stuff so let's add it as a dep
